The CIN code for Italian agriturismi: what it is, where to display it and the fines

Applies in Italy: the rules in this article are for agriturismi, B&Bs, campsites and other holiday accommodation in Italy.

In short. The CIN (Codice identificativo nazionale) is the national ID code Italy's Ministry of Tourism assigns to every accommodation business, agriturismi included. You request it on the BDSR portal with SPID or CIE, display it outside the property and show it in every listing. Without a CIN the fine is €800 to €8,000.

Another code. We know. Between the regional code, the VAT number, the ATECO code and the wifi password, running an agriturismo sometimes feels like guarding a safe. This one really matters, though, so let's sort it out once and for all.

What is the CIN?

The CIN is a single national code issued by the Ministry of Tourism. It was introduced by article 13-ter of Decree-Law 145/2023. It covers hotels, non-hotel accommodation and anyone renting out property for tourist or short-term stays.

Agriturismi are included. The Emilia-Romagna Region confirmed it in a circular dated 5 September 2024: you need the CIN even if you already have a regional code (CIR).

Since when is it mandatory?

The national platform went live with the notice in the Official Gazette of 3 September 2024. The obligation started sixty days later, on 2 November 2024. So it is fully in force: if you don't have it yet, now is the time.

How do you get a CIN, step by step?

  1. Check you have the regional code. It's the starting point: the CIN builds on the data your Region already holds. In Emilia-Romagna it comes from the Ross 1000 database.
  2. Log in to the BDSR. The address is bdsr.ministeroturismo.gov.it. You access it with SPID or CIE (Italian digital identity).
  3. Fill in the missing data. Your property is usually already there. What tends to be missing is the cadastral category, the ATECO code and the safety declaration.
  4. Get your code. Once you submit, the CIN is assigned and you'll find it in your area.

Where must it be displayed?

  • Outside the property, respecting any planning and landscape constraints. A small plaque by the entrance is perfect.
  • In every listing, wherever it is published: Booking, Airbnb, your website, social media, brochures.
  • Listings must show the CIN, no longer the regional code.

Platforms such as Booking and Airbnb must link the CIN to your property: without it, the listing can be removed.

Which safety requirements do you declare?

To obtain the CIN you declare that every unit has:

  • working detectors for flammable gas and carbon monoxide (not needed if you have no gas appliances);
  • compliant portable fire extinguishers: at least one per floor and one every 200 square metres.

It's a formal declaration, so it's worth walking round the rooms before you sign it. Ideally in the low season, with a coffee.

What are the fines?

BreachFine
Property without a CIN€800 to €8,000
CIN not displayed or missing from listings€500 to €5,000 per property, plus removal of the listing
Missing safety requirements€600 to €6,000 per breach

Checks are carried out by the municipality, through the local police.

The five-minute checklist

  • Do I have the regional code?
  • Have I requested the CIN on the BDSR?
  • Is there a plaque with the CIN outside?
  • Is the CIN on Booking, Airbnb, my website and social media?
  • Are detectors and extinguishers in place and working?

Where does Fattore come in?

You request the CIN yourself, once. Fattore doesn't issue it and doesn't replace it. The things that come back every day, though (guest registrations for Alloggiati Web, the ISTAT file, the tourist tax register), Fattore can handle while you look after your guests. See the modules.

Frequently asked questions

I already have a regional code. Do I still need a CIN?

Yes. The regional code stays as a link between databases, but listings and the outside of the property must show the CIN.

Does the CIN go on my own website too?

Yes. The law requires it in every listing, wherever it is published. Put it in your website footer and on the rooms page.

Who checks?

The municipality, through the local police.
