ISTAT and tourist statistics: what to report (without losing your evening)
Updated 12 October 2026
Applies in Italy: the rules in this article are for agriturismi, B&Bs, campsites and other holiday accommodation in Italy.
In short. On top of the police registrations, every property in Italy reports statistical data to the Region and ISTAT: arrivals, nights and guest origin. In many regions you do this on the Ross 1000 portal, usually monthly, within the first days of the next month. It's a legal obligation, separate from Alloggiati Web, and it's due even when you've had no guests.
Two reports that look the same but aren't. Easy to mix up, especially on the Monday after a full weekend. Let's sort them out.
What the ISTAT tourist survey is
Every month ISTAT collects Italy's tourism numbers: how many guests arrive, how many nights they stay and where they come from. Properties send the data to their Region, which forwards it to ISTAT for the "Movement of guests in accommodation" survey. It's a statistical obligation under article 7 of legislative decree 322/1989.
Ross 1000 and Alloggiati Web: what's the difference?
| Alloggiati Web | Ross 1000 (or regional portal) | |
|---|---|---|
| To whom | the police (Questura) | the Region and ISTAT |
| Purpose | public security | tourism statistics |
| What you send | each guest's document data | arrivals, nights and origin |
| When | within 24 hours of arrival | usually monthly |
One doesn't replace the other. The Alloggiati Web registrations remain a separate obligation.
Which regions use Ross 1000?
Many, not all. Ross 1000 is used in Emilia-Romagna and several other regions; others have their own portals (for example Turismatica in Umbria, Sinfonia in Campania). The practical rule: check which portal your region uses and its deadlines.
What you report, and how often
- Arrivals: how many guests arrived in the period.
- Nights: total nights.
- Origin: which country or region they come from.
- Zero movement: if you had no guests, you report it anyway, declaring no stays or the closing period.
The most common schedule is monthly, within the first few days of the next month. You can enter data daily or at month end, including by uploading a file exported from your management app.
What you risk if you don't report
The survey carries a duty to respond, so omission can be penalised. Amounts are set by regional rules and vary. Usually a reminder comes first, then the property is flagged as "non-responding" and the procedure starts. Better to avoid it: it's a five-minute report when the data is already in order.
Where does Fattore come in?
As you work, Fattore keeps track of who sleeps over, how many nights and where they're from. When the monthly report is due, the numbers are ready to enter on your region's portal. We don't submit for you, but we take away the boring part: rebuilding arrivals and nights at month end. See the modules.
Frequently asked questions
Does Ross 1000 replace the police registrations?
No. They're two separate reports: Ross 1000 for statistics, Alloggiati Web for public security.
Do I report even with no guests?
Yes. You declare zero movement or the closing period.
How often do I send it?
Usually once a month, within the first days of the next month. Check your region's portal deadlines.

This is a practical guide. Portal, deadlines and penalties vary by region: check your Region's website.
