ISTAT in Emilia-Romagna: how to report guest arrivals and nights
Updated on 23 October 2026
The rules in this article apply to agriturismi, B&Bs, campsites and other accommodation in Italy; here we focus on Emilia-Romagna.
In short. In Emilia-Romagna you report your guests' arrivals and nights to the Region through the Ross1000 portal. You can enter them day by day, but each month must be completed by the fifth day of the following month, even if you had no guests. It's a legal obligation, separate from the Alloggiati Web police registration.
Every Italian region has its own portal and its own deadlines. This article covers Emilia-Romagna only, which happens to be our home. For the general rules that apply across Italy, see our guide to ISTAT tourist statistics.
Who has to report the data in Emilia-Romagna?
Whoever runs the property. The regional tourism law (L.R. 16/2004, article 21) requires accommodation providers, including open-air facilities, to report their capacity and guest movements to the Region. For agriturismi, the regional agritourism law (L.R. 4/2009, article 19) requires operators to provide the statistical data requested by the municipality, the province and ISTAT, the Italian national statistics institute.
In practice this covers:
- agriturismi with rooms;
- B&Bs and guesthouses (affittacamere);
- campsites, including pitches and bungalows;
- furnished holiday apartments, which the Region's FAQ mentions alongside B&Bs.
There's a national basis too: the survey is part of Italy's National Statistical Programme, and the duty to respond comes from article 7 of Legislative Decree 322/1989.
Where does the data go? What is Ross1000?
Ross1000 (formerly called Turismo5) is the portal the Region provides to accommodation providers, at datiturismo.regione.emilia-romagna.it. The data goes to the Region's Statistics Office, which checks it and passes it on to ISTAT.
You log in with SPID, CIE or CNS (Italy's digital identity systems) once you've received the email confirming your account is enabled. The portal password is only needed if the data comes from connected management software.
If you have trouble getting online, the Region temporarily accepts Excel forms sent by email to the office for your area. It's a fallback, not the normal route.
What are the deadlines?
The Region's FAQ sets out three steps:
- entering data every day is recommended;
- each full month must be completed by the fifth day of the following month;
- the Region usually checks the monthly figures within 30 days, then runs an annual review between February and March of the following year before sending the data to ISTAT.
A concrete example: October's guests must be closed off by 5 November. Anyone who waits until the 5th to rebuild the whole month usually regrets it on the evening of the 4th.
What about days with no guests, or when I'm closed?
Zero activity must be reported too. Ross1000 treats the two cases differently:
- Open but no guests: once the month is over, use the button to complete the month and the empty days turn yellow.
- Closed: in the "gestione disponibilità" (availability) calendar, untick "struttura aperta" (property open). The "propaga valori fino" option extends the closure over several days, which is handy for the winter break.
The Region suggests doing this once the month has ended, so the calendar is complete.
Can I upload the data from my management software?
Yes. Under "check-in / importa file da gestionale" (import file from software), Ross1000 accepts .txt and .xml files. The .xml format is the newer one and also fills in the calendar automatically; with .txt, days without guests have to be fixed by hand.
If you spot a mistake, correct it in your software and import the file again. If the month has already been finalised, you need to contact the relevant office.
Alternatively, some management apps send the data straight to the portal using your Ross1000 credentials, so you never touch a file.
Does Ross1000 replace Alloggiati Web?
No. They are two separate submissions with different purposes:
- Ross1000 is for statistics: arrivals, nights and where guests come from;
- Alloggiati Web is for public security: guest registration must reach the police within 24 hours of arrival.
Ross1000 can generate the file for Alloggiati Web, but that file still has to be uploaded to the State Police portal. Generating it doesn't count as sending it.
What if I miss a month?
The Region's pages don't state penalty amounts. They do say that responding is mandatory and that, for properties that don't respond, figures are estimated from past data. If you get a reminder, reply and contact the help desk: fixing one month is easier than fixing three.
Where does Fattore come in?
Fattore doesn't handle bookings: it reads arrivals and departures from your connected channel manager (InReception today, with Lodgify and Smoobu in testing), or you enter them by hand. With online check-in, guest details are entered once and the reports start from there:
- Ross1000: arrivals and nights are sent automatically, so there's nothing to rebuild on the evening of the 4th;
- Alloggiati Web: guest registrations can also go out automatically, with receipts stored for 5 years;
- tourist tax: the register and the annual summary are ready (the property still files the return).
What's left for you: glance at the month in Ross1000, mark closure periods and reply if the office asks for anything. And no, Fattore won't bring you guests: that part is still down to you.
You'll find the details in our modules, integrations and the page for agriturismi.
Frequently asked questions
I had guests until the 31st: when do I have to close the month?
By the 5th of the following month. If you enter guests day by day, as the Region recommends, the end of the month is just a quick check.
My agriturismo is closed from November to March: do I need to do anything?
Yes. Mark the closure in Ross1000's availability calendar and use "propaga valori fino" to cover the whole period.
Who can I ask for help?
The Region's help desk: StatisticaTurismo@regione.emilia-romagna.it or +39 051 527 4242, Monday to Friday during the hours shown on the Region's website (in Italian).
