Opening an agriturismo in Italy: the steps in order
Updated 3 November 2026
The rules in this article apply to agriturismi, B&Bs, campsites and accommodation businesses in Italy.
In short. Opening an agriturismo follows a logical sequence: farm entrepreneur status, checking your Region's rules, filing with the competent authority, tax set-up and the national ID code (CIN). Procedure details and timing depend on your Region and municipality: here you get the order to follow and the questions to ask.
What is the right order of steps?
- Status. Confirm you are a farm entrepreneur (art. 2135 Civil Code) and your farm is in good standing.
- Regional rules. Ask your Region for the criteria on the link with farming, the activities allowed and the requirements for the premises.
- Filing. Submit the request or notice your Region requires to the designated authority (usually via the municipality): the type of title and timing are set by regional law.
- Tax. With your accountant, set up VAT registration, tax regime and ATECO code.
- CIN. Request the national identification code required for accommodation businesses.
Why is there no single national procedure?
Law 96/2006 contained some national procedural rules, but in ruling 339/2007 the Constitutional Court struck down several of them, including parts of art. 6. Since then the procedure to start has been set at regional level. Be wary of guides that describe one identical national process.
What should you ask your Region and municipality?
- Which title is needed to start (authorisation, notice or other) and who receives it.
- Which documents and technical requirements for the premises apply.
- Which criteria show that farming remains the prevailing activity.
- Which limits apply to lodging and dining.
- What timing to expect and how to get confirmation that the filing is complete.
What changed with the ATECO code?
The ATECO 2025 classification has been in force since 1 April 2025 and replaced the previous version. We do not list a code here: choose it with your accountant based on the activities you will run, as a code copied from a dated guide may be obsolete.
And the CIN?
The CIN (national identification code) is requested through the Ministry of Tourism's database of accommodation businesses. Our guide to the CIN code explains how it works.
And where does Fattore fit in?
Fattore does not manage the opening process: it does not prepare filings, deal with your Region or municipality, and it is not a booking site. It comes in afterwards, for day-to-day management of guests, rooms and the restaurant: see the agriturismo management app, the one with a restaurant and the modules.
Frequently asked questions
How long does it take to open an agriturismo?
We have no reliable figure valid for all of Italy: timing depends on your Region's procedure and your municipality. Ask them directly.
Is there one filing valid across Italy?
No. After ruling 339/2007 the procedure is regulated by the Regions.
Can I host guests before the filing is complete?
Check with your municipality when you may start: the exact moment depends on the title required by regional law. Ask first rather than risk penalties.
